ISO 14001:2015 – DIS Stage: Draft for Public Comment
A Draft International Standard (DIS) stage version of the forthcoming ISO 14001:2015 standard has been made available for public comments.
The draft includes a number of significant changes to the emphasis and requirements of the standard, which will need to be addressed to maintain certification:
- The duty to prevent pollution will be replaced with protecting the environment and this must be reflected in the policy;
- Top management duties are enhanced, requiring that environmental conditions, threats and opportunities are used to influence business strategy. Top management have accountability for the effectiveness of the management system and must ensure it is integrated with the organisation’s processes;
- The draft standard requires that environmental aspect identification employs a life cycle perspective.
- In addition to identifying environmental aspects and impacts, organisations are required to identify environmental threats and responsibilities and assess these. Risks identified must be addressed in plans;
- Duties regarding legal and other requirements are replaced with broader compliance obligations. It is expected this will extend the requirements to be considered, including further obligations such as community or public authority agreements, voluntary principles or codes of practice, voluntary labelling and contractual requirements;
- Compliance evaluation duties remain broadly unchanged;
- The draft standard has a greater focus on external environmental impacts. This includes both those that could affect the organisation (i.e. flood risk) and impacts from the organisation (i.e. supply chains);
- Organisations must formally identify relevant stakeholders and take these into account in the management system;
- The requirement for a management system representative is removed and instead top management can assign roles and responsibilities as appropriate for the system.
Timescales
The final draft of the standard is due for publication in March 2015. The final standard is scheduled for publication in the third quarter of 2015.
Transition to the New Standard
Organisations within the existing certification are expected to have three years to convert to the new standard. Organisations in the midst of implementing ISO 14001:2004 systems who do not yet hold certification when the 2015 standard is published are expected to have six months to convert to the new standard.
